The empirical study of influence in the process of public policy formulation helps to examine the relative strength of various political forces, identify the interrelated relationships between social organizations and authoritative bodies, and to some extent reveal the actual political process. This research holds certain theoretical and practical significance for advancing the study of Chinese political science and promoting political modernization.
