Features: In May 2002, the State Council held the 11th National Civil Affairs Conference. Following the conference, local governments across the country held their respective civil affairs conferences. The main leaders of the Party committees and governments of all provinces, autonomous regions, and municipalities directly under the Central Government delivered important speeches, while the leading officials responsible for civil affairs presented work reports. To facilitate communication and learning among localities, we compiled this book, "Views of Party and Government Leaders on Civil Affairs," which includes 44 speeches by the main leaders of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as excerpts from 28 civil affairs work reports from various localities.
