1. This compilation is the official version of the legal and administrative regulations published by the state.
2. The regulations collected in this compilation include: laws and decisions on legal issues passed by the National People's Congress or the Standing Committee of the National People's Congress during the current quarter of the year; administrative regulations and regulatory documents promulgated by the State Council. Additionally, some rules promulgated by departments of the State Council, local regulations and rules issued by local people's congresses or their standing committees, and rules issued by local people's governments are also selected.

The regulations in this compilation are arranged in the following classification order: Laws, Administrative Regulations and Regulatory Documents, Rules of Departments of the State Council, Local Regulations and Local Government Rules. Laws, administrative regulations, regulatory documents, and rules of departments of the State Council are arranged in chronological order of promulgation. Local regulations and local government rules are arranged in the administrative division order approved by the State Council by the end of 1987; if more than one item is included in the same administrative region, they are arranged in chronological order of promulgation.
4. This compilation is published in four issues per year, one for each quarter. This issue is the 2001 edition, which includes 28 regulations promulgated during the current quarter of the year, including 3 laws and decisions on legal issues, 2 administrative regulations, 11 regulatory documents, 7 rules of departments of the State Council, and 5 local regulations and local government rules.
5. During the process of editing and publishing this compilation, strong support and assistance were provided by relevant departments of the State Council and other concerned parties.
