Features: The "Product Quality Law" has become difficult to adapt to the changes and requirements of the actual situation:
First, some local leaders exhibit a relatively serious form of local protectionism, with a weak awareness of product quality. In their economic work, there is a tendency to prioritize quantity over quality, and measures to address product quality issues within their regions are ineffective. In some areas, improving product quality and developing the economy are even seen as opposing forces.
Second, quality management within some enterprises has been relaxed, leading to a weakening of quality management efforts. Product quality is not guaranteed. The quality of products in some enterprises remains quite poor, and such enterprises are numerous.
Third, the production and sale of counterfeit and substandard products persist and have not been effectively controlled at its root. In some areas, the production and sale of counterfeit and substandard products have become regional issues, and some regions even obstruct or resist anti-counterfeiting law enforcement.
Fourth, the penalties stipulated by law for the production and sale of counterfeit and substandard products are insufficient, and administrative law enforcement agencies lack necessary enforcement tools.
