Features: To achieve a moderate co-boost of economic and environmental benefits, we need to improve the self-interested soil that leads to human "excessive consumption" of resource ecological value, "transform" the "public good" attribute of resource ecological value, giving it a "private good" market attribute, enabling it to participate in the optimized allocation of market mechanisms alongside the economic value of resources, thereby maximizing the dual value of resources. Therefore, the core of a circular economy lies in the marketization of resource ecological value. While dividing the "cake" can maintain a constant quantity, it restricts people's further material and environmental civilization development requirements. Under this recognition, we gradually changed our mindset of dividing the cake and began to establish people's value goals from the perspective of "making the cake." Based on this understanding, "efficiency" inevitably becomes the primary goal of social rights for all citizens. The standard of "efficiency" is how to use resource ecological value most effectively in economic activities to achieve its maximization. This pursuit of both "safety" and "efficiency" places resource ecological value and economic value in a mutually interactive and unified relationship. Circular economy legislation not only reflects a public management tool but more importantly, it embodies a necessary incentive mechanism for social development.
