Features: When editing the book General Collection of Criminal Law Norms in 2005, we strived to ensure the comprehensive and accurate inclusion of criminal law norms issued since the founding of the country while attempting to adopt novel and practical editing methods. Specifically, we first categorized all criminal law norms into several parts: Criminal Code, Criminal Code Amendments, Separate Criminal Laws, Legislative Interpretations, and Judicial Interpretations. For the norms outside the Criminal Code, we arranged them according to the order of the Criminal Code articles and their release dates. Then, for each article of the Criminal Code, we used footnotes to indicate the release date, name, and specific clause number of all related separate criminal laws, legislative interpretations, and judicial interpretations, along with their corresponding page numbers in this book. This approach achieved the goal of establishing a quick connection between specific criminal law articles and relevant legislative and judicial interpretations while maintaining the independence and completeness of the Criminal Code and its amendments, as well as related separate criminal laws, legislative interpretations, and judicial interpretations. Our efforts were widely recognized by readers. Currently, the edition of this book released last July has long been sold out. At the readers' request and considering that the National Legislature and the Supreme People's Court have issued several important criminal law amendments, legislative interpretations, and judicial interpretations since May 2005, the Legal Publishing House has invited us to revise this book. During the revision, we fully considered suggestions from some readers and made adjustments and improvements to make the book more convenient and practical. Specifically, we made the following adjustments and improvements:
First, we deleted criminal law norms that have been explicitly abolished by the National Legislature and the Supreme People's Court, as well as those whose content has been included in later-issued criminal law norms. However, some separate criminal laws issued by the National Legislature before the implementation of the 1979 and 1997 Criminal Codes have been retained in the "Appendix" of this book, as certain currently effective judicial interpretations still reference their content for the convenience of readers.
Second, we changed the structure of the previous edition, which divided criminal law norms before and after the 1997 Criminal Code into two parts. For all effective criminal law norms outside the 1997 Criminal Code, we first categorized them into Criminal Code Amendments, Separate Criminal Laws, Legislative Interpretations, Interpretive Opinions from the Legal Affairs Commission of the Standing Committee of the National People's Congress, and Judicial Interpretations. Then, within the Judicial Interpretations category, we arranged them primarily according to the chapters of the current Criminal Code, and within each chapter, by specific clauses or crimes. Multiple judicial interpretations related to the same clause were arranged in chronological order of their release. Norms with a certain level of comprehensiveness were generally placed at the beginning of the corresponding chapter.
Third, we categorized and arranged interpretive opinions on criminal law issued by the Legal Affairs Commission of the Standing Committee of the National People's Congress or jointly with other agencies as a separate category, placed after the Legislative Interpretations section. Dr. Mao Yinsheng, President of the Academic Division of the Legal Publishing House, and Editor Liu Yanfang have made significant contributions to the revision of this book. Many experts and scholars have also provided valuable suggestions for its editing. We sincerely express our gratitude here!
