Features: China is a major producer, consumer, and exporter of firecrackers and fireworks. There are approximately 7,000 firecracker and fireworks production enterprises, about 140,000 sales enterprises, and around 1.5 million employees in the industry. The output value of firecrackers and fireworks is about 120 billion yuan, with an export total of approximately $340 million. China's production accounts for about 75% of the world's total. Currently, the production and sales of firecrackers and fireworks have become a pillar industry for economic development in some regions of China. At the same time, the production of firecrackers and fireworks is a labor-intensive, high-risk industry, characterized by small-scale production enterprises, simple technology and equipment, low technological content, low investment costs, and high risks. In recent years, due to some regions neglecting the safety management of firecrackers and fireworks, accidents have occurred frequently. Statistics show that from 1985 to November 2005, a total of 8,532 firecracker and fireworks safety accidents occurred across the country, resulting in 9,349 deaths. On average, 406 accidents occurred each year, leading to 445 deaths. Especially after Beijing implemented the "ban-to-limit" policy on firecracker and fireworks this year, about 170 other cities with district-level administration across the country will also shift from a complete ban to limited or full liberalization, which will significantly increase market demand for firecrackers and fireworks and also increase safety risks. To effectively ensure public safety and the personal and property security of citizens, strengthen the legal management of firecracker and fireworks safety, and improve the current legal system, the General Office of the State Council, the State Administration of Work Safety, and the Ministry of Public Security jointly drafted the "Regulations on the Safety Management of Firecrackers and Fireworks." This regulation was approved by the State Council at its 121st executive meeting on January 11, 2006, and was promulgated and implemented in the form of a State Council Decree. This regulation is China's first specialized administrative regulation specifically regulating the safety management of firecrackers and fireworks. To support the study, publicity, and implementation of the regulation, Ding Feng, Deputy Director of the Political and Legal Department of the General Office of the State Council, who led the drafting work, served as the chief editor, with Wang Xinjia, Chen Kewei, Gao Wenyin, and Jiang Xiuyuan as deputy editors. Together, they compiled this book. The compilers, based on practical issues encountered during the research, drafting, revision, and review processes, have provided relatively comprehensive and accurate interpretations of the legislative intent and basic systems of each article of the "Regulations on the Safety Management of Firecrackers and Fireworks," making the book highly authoritative. This book can serve as a legal popularization training textbook for law enforcement personnel in departments such as the State Council's Administration for Work Safety, Quality Supervision, Public Security, Industry and Commerce, and the All-China Federation of Industry and Commerce to implement and study laws and administrative regulations. It can also be used as an important reference book for firecracker and fireworks production, sales, transportation, import and export companies, as well as for firework display units and the general public purchasing firecrackers and fireworks to study the "Regulations on the Safety Management of Firecrackers and Fireworks."
