The Supreme People's Court has explicitly proposed in the "Five-Year Reform Plan for People's Courts" to comprehensively implement the separation of registration and adjudication, adjudication and execution, and adjudication and supervision, and to establish a scientific case handling process management system. Accordingly, the Supreme People's Court has legally formulated the "Provisional Regulations on the Registration Work of People's Courts," proposing the establishment of specialized registration departments to handle registration work. The implementation of the separation of registration and adjudication is an inevitable outcome of the development and improvement of the judicial system and an important measure of reform in the People's Courts. It aligns with the scientific theory of division of responsibilities, mutual coordination, and mutual restraint at each stage of the judicial process. It holds significant importance for enhancing oversight and supervision, strengthening macro-management and anti-corruption efforts, improving case handling quality, efficiency, and professionalism, and continuously refining the litigation system to advance toward a modern litigation system.
Since the Supreme People's Court Registration Division was officially established in October 2000, the entire division has been united, proactive, innovative, and has achieved initial results in all aspects of its work. However, registration work is a brand-new endeavor with numerous complexities and a broad scope, involving many new situations and issues that require research and resolution. Amidst their busy daily routines, they have conducted extensive research and surveys, organized specialized teams, and compiled a series of comprehensive registration work books, including "Legal Application Guide for Court Registration," "Answers and Research on Difficult Registration Issues," "Case Analysis of Registration," "Experience Exchange in Registration and Visitor Services," and "Theoretical and Practical Research on Registration Work." This is a grand project in the field of court registration work, which has made a valuable contribution to summarizing and exchanging registration experience, flourishing theoretical research on registration, and guiding practical registration work across the country.
A review of the entire series reveals the following characteristics:
1. Strong Practicality and Guidance. Whether in experience exchange, answers to difficult issues, or case analysis, the series is rooted in practical experience from grassroots levels. It identifies problems encountered in judicial practice, elevates them to theoretical heights, and then applies these theories to guide practice. This breaks away from the cliché of "writing for the sake of writing," making it a comprehensive and well-illustrated book with strong practicality and guidance.
2. Strong Theoretical Depth and Readability. The book "Theoretical and Practical Research on Registration Work" conducts research on common issues in registration work. "Answers and Research on Difficult Registration Issues" and "Case Analysis of Registration" not only present problems but also emphasize analysis and commentary, making them suitable for dedicated registration personnel as well as judges and legal practitioners.
3. Authoritative and Highly Practical. The hundreds of authors in the series are mostly court registration division heads and research personnel from various levels of courts. With extensive judicial experience and solid writing skills, they provide detailed descriptions and insightful analyses, making this a highly authoritative and practical work in registration work.
