Features: Public choice research is essentially the decision-making process of economic policies, which has long been regarded as an exogenous variable and ignored by traditional economics. Public choice treats it as an endogenous variable influencing economic activities and incorporates it into the economic system for study using economic methods. As a democratic process, public choice goes through three stages—constitutional, legislative, and administrative/judicial—when determining public goods, with the content of public choice reflecting different levels in these stages. During the constitutional stage, public choice determines the decision rules for public goods, i.e., the principle by which the preferences of all members of society are aggregated to determine the quantity of public goods demanded by society. For example, whether to adopt a rule of unanimous consent or majority rule, whether to make decisions directly through a referendum or indirectly through a parliament or legislative body, must be predetermined before the determination of public goods.
