Features: In accordance with the "Administrative Licensing Law of the People's Republic of China" and the relevant provisions of the reform of the administrative examination and approval system, the State Council has conducted a comprehensive review of the administrative examination and approval items of its departments. Administrative licensing items stipulated by laws and administrative regulations shall continue to be implemented in accordance with the law. Administrative examination and approval items stipulated by normative documents other than laws and administrative regulations, but which are indeed necessary to be retained and meet the provisions of Article 12 of the "Administrative Licensing Law of the People's Republic of China," shall be retained and administrative licenses shall be set according to the provisions of Paragraph 2 of Article 14 of the "Administrative Licensing Law of the People's Republic of China." A total of 500 items are hereby decided to be retained and administrative licenses are set. To ensure the implementation of the administrative licenses stipulated in this decision in accordance with the law, fairness, and transparency, the relevant departments of the State Council shall make specific provisions on the conditions for implementing the administrative licenses listed in this decision and publish them. The procedures and deadlines for implementing administrative licenses shall be carried out in accordance with the relevant provisions of the "Administrative Licensing Law of the People's Republic of China."
