The book covers the origins of the "plan," the process of decoding ciphers, descriptions of spy activities, and the networks and activities of Soviet and American spies in fields such as military, government, science, industry, and atomic industry. Detailed descriptions are provided for the activities of major spies. The book includes five appendices, specifically listing the names of American citizens found and not found to have underground connections with the Soviet Union; the names of Soviet-linked individuals temporarily residing in the U.S.; the names of Americans considered potential targets by Soviet intelligence agencies; and brief biographies of major Soviet spies who came to the U.S.
