Features: Public policy research in Western countries, especially in the United States, has achieved fruitful results since the end of World War II, providing effective decision-making tools for economic prosperity and government administrative efficiency. Mainland China began conducting research in this field in the mid-1980s, primarily characterized by introducing and introducing frameworks, theories, and methods of Western public policy research. However, so far, there has been more research on this topic than its practical application. The central government has used it more, while local governments lack sufficient human and financial resources to systematically train officials to master the basic methods of scientific decision-making. This book focuses on systematically sorting out and describing the evolution and development of some of the main policies of the Chinese government. This is mainly based on two considerations. First, from a historical perspective, the Chinese government has had many repeated policies and both gains and losses, so it is very meaningful to make a relatively systematic summary of the evolution and development of these policies to show a more accurate and complete evolution process. Second, as we know, a detailed description of the historical evolution process is the foundation for further policy analysis. We hope that this foundational work of this book (with a certain degree of analysis) will help further policy analysis research. As the initiator of this research project, we first determined the framework and guiding principles of this book. The authors who participated in writing this book are listed below (in the order of the chapters they wrote): Zhu Qianwei, Sun Guanhong, Liu Jianjun, Tang Yupeng, Tang Xianxing, Qiu Baisheng, Tang Xinglin, Hu Yuchun, and Liu Bolong. The book was finally edited by us. We are grateful to the University of Macau for funding this research project and the writing of this book, as well as to the efforts and cooperation of all the authors. We sincerely welcome readers to point out any shortcomings and flaws in this book. Liu Bolong Zhu Qianwei May 1999 at the University of Macau
