Features: According to the provisions of the Ministry of Education's "Opinions on the Curriculum Design and Teaching Arrangements of Moral Education Courses in Secondary Vocational Schools," the new curriculum design plan for moral education courses was implemented for first-year students of secondary vocational schools starting in the autumn of 2001. To ensure the effective implementation of the new plan, the Ministry of Education promulgated the "Teaching Syllabus for Moral Education Courses in Secondary Vocational Schools (Trial)" and organized the review and approval of national planned teaching materials for related courses. Compiling the teaching syllabus and textbooks is merely the foundational work for the new round of moral education curriculum reform. To truly carry out this work, the key lies in building a team of teachers with strong political awareness and professional expertise, as well as in enabling administrators and moral education educators in the broader secondary vocational education sector to fully and profoundly grasp the spirit of the teaching syllabus. Therefore, providing them with systematic and scientific training has become particularly necessary. It can be said that the effectiveness of the new curriculum design plan largely depends on the training outcomes for organizers, principals, teaching and research personnel, and teachers responsible for this aspect of the work. To ensure the training is well-executed, the Ministry of Education specially issued the "Notice on Making Preparations for Training on the New Curriculum Reform Plan for Moral Education Courses in Secondary Vocational Schools." The notice requires education administrative departments at all levels and secondary vocational schools to seriously carry out the study, publicity, and implementation of the new curriculum reform plan for moral education courses, ensuring that principals and moral education teachers responsible for teaching these courses in local secondary vocational schools receive training before the plan is implemented and classes begin. The notice also emphasizes that training should be theory-driven, focus on key points, be tailored to needs, and prioritize practical outcomes. It calls for incorporating the study and implementation of General Secretary Jiang Zemin's "Talks on Education" and the "Decision of the CPC Central Committee and the State Council on Deepening Educational Reform and Comprehensively Promoting Quality Education" to accurately grasp and thoroughly understand the teaching philosophy, concepts, content, and requirements of the new curriculum reform plan for moral education courses in secondary vocational schools. Through training, moral education teachers should master the teaching methods and tools necessary to achieve the teaching objectives of moral education courses. Training work must be strengthened in leadership, coordinated in planning, meticulously organized, and implemented in a tiered manner. The notice states that the Ministry of Education will hold national training sessions for moral education courses in secondary vocational schools, providing training for responsible officials and personnel from education administrative departments and teaching and research departments in all provinces, autonomous regions, and municipalities, as well as principals from some secondary vocational schools. Local education administrative departments should formulate relevant training plans based on local conditions and the progress of the plan's implementation, and organize or entrust teaching and research departments or teacher training bases to hold provincial and prefectural-level training sessions, further deepening the work of training local secondary vocational school principals and moral education teachers.
