Features: During the 1998 institutional reform of the State Council ministries and commissions, the People's Bank of China established a special department responsible for cadre training and management—the Training Center. Its function is to oversee the qualification training for central bank staff and senior financial industry management personnel. Since then, training has been listed as an important task of the central bank, reflecting the philosophy of "people-oriented." Upon its establishment, the Training Center, following the instructions of the head office leadership, formed two research teams to conduct extensive and in-depth demand surveys on the training targets. The three-month survey results showed that after two decades of reform and opening-up, the knowledge and academic background of central bank staff and senior financial industry management personnel had undergone a pleasing transformation, making significant contributions to China's financial industry reform and development. However, compared to the level of developed countries in the financial industry, there remains a considerable gap, and compared to the requirements of China's financial industry reform and development in the 21st century, there is still a long way to go. In an era of rapid development in knowledge and technology, everyone needs reeducation and retraining. During the survey process, central bank staff and senior financial industry management personnel had a strong demand for retraining. The main content of the training includes macroeconomics and monetary policy, modern financial knowledge and skills, financial legal knowledge and relevant laws, bank accounting knowledge and analysis, business management of various financial institutions, the application and security management of computers in banking, and foreign languages. These training contents play a vital role in improving the quality of senior financial industry management personnel and cultivating future financial industry talents. From February to August 1999, the Training Center organized multiple expert forums on training needs and decided to develop seven training textbooks to meet the self-study, training, and examination needs of central bank staff and senior financial industry management personnel, as well as those preparing for the qualification examinations under the approval system. These seven textbooks are: "Modern Finance," "Macroeconomics and Monetary Policy," "Financial Institution Financial Analysis," "Financial Law," "Commercial Bank Management," "Policy Bank Management," and "Management of Trust Companies and Financial Companies." The main content of the seven textbooks was also outlined. Organizing a set of high-quality training textbooks is an important task of the Training Center. Developing high-quality textbooks requires reams of experienced writers. The Training Center adopted a bidding method and selected seven senior professors and experts from Peking University, Renmin University of China, Southwest University of Finance and Economics, the former China Institute of Finance, and practical financial departments as chief editors of the textbooks, forming a textbook development team. With strong support from the China Financial Publishing House and Renmin University of China Press, the investment in textbook development was increased. From September 1999 to May 2000, the writing teams completed the first drafts of the textbooks on schedule. Supported by the Tianjin Branch of the People's Bank of China, an expert textbook review meeting was held in Langfang in July 2000. The experts fully affirmed the quality of the textbooks while also providing many suggestions for improvement. From August to September, the chief editors organized the writing team to carefully revise the first drafts. In October, the Training Center again organized a team to conduct a final review of the revised textbooks, proposing a few additional modifications. In November, the textbooks were officially published and distributed by the China Financial Publishing House and Renmin University of China Press. This set of textbooks was developed in accordance with uality requirements and has the following characteristics: The content reflects the latest achievements in knowledge, business, and skills in the international and domestic financial fields, demonstrating advanced concepts; it adheres to the principle of linking theory with practice, focusing on cultivating analytical and problem-solving abilities, showcasing scientific rigor; it is closely aligned with the objective of improving the professional qualities of existing senior financial industry management personnel and cultivating future talents (including central bank personnel), making the textbooks highly applicable and targeted; it includes numerous case studies, is richly illustrated, and features concise language, enhancing readability.
