Part 1 includes Chapters 1–4, focusing on the general principles of public sector economic activities. Chapter 1 discusses the relationship between markets and government. Chapters 2, 3, and 4 respectively explore three important theoretical categories in the field of public sector economics: externalities, public goods, and public choice.
Part 2 includes Chapters 5–7, focusing on public expenditure theory and related institutions. Chapter 5 discusses the classification of public expenditures and their economic impacts. Chapter 6 examines the growth trends of public expenditures, tracing the relevant public expenditure growth models to explain the various factors contributing to such growth. Chapter 7 analyzes the efficiency of public sector budget decision-making, introducing two methods for evaluating the benefits of public sector budget decisions: opportunity cost analysis and cost-benefit analysis.
Part 3 includes Chapters 8–13, focusing on the theory and institutional structure of public revenue. Chapter 8 provides a general discussion of the main forms of public revenue, covering taxes, government bonds, inflation induced by the government, donations to the government, fees, and charges. Chapters 9–13 focus on the theory and institutional structure of taxation.
Part 4 includes Chapters 14–16, focusing on the theory of public sector macroeconomics. Chapter 14, titled "Government Bond Management and Macroeconomic Regulation," introduces general theoretical perspectives on government bonds. Chapters 15 and 16 shift to a discussion of fiscal policy and its theoretical foundation, the fiscal multiplier.
Part 5 includes Chapters 17 and 18, focusing on the theory of intergovernmental fiscal relations. Chapter 17 studies intergovernmental fiscal relations. Chapter 18 examines the intergovernmental transfer payment system, introducing the basic theory of government transfers and the transfer payment systems in various countries around the world.
