Features: The basic line of our Party's "One Center, Two Basic Points" and the current major policies and measures on the international and domestic fronts provide a political theoretical foundation for researching administrative decision-making based on the Four Cardinal Principles. Guided by this, we strive to achieve the following in the compilation: (1) Starting from China's national conditions, we endeavor to explore administrative decision-making theories and practices with Chinese characteristics. Government decision-making can only address practical national, regional, and departmental public affairs within the conditions of the country, region, or department. (2) Taking "making the past serve the present" as the starting point, we seek valuable experiences from historical accounts. In addition to discussing the general principles, procedures, systems, and methods of administrative decision-making, this book also examines the origin, development, impact, and reasons for changes in administrative decision-making activities, aiming to discover general patterns to guide administrative decision-making practice. (3) Strengthen the study of administrative decision-making behavior and phenomena from the perspectives of philosophy of mind and psychology. Administrative decision-making is a high-level mental activity, and whether for individuals or groups, it is greatly influenced by administrative decision-making. Successful decision-making requires scientific thinking and a healthy psychological state. (4) Highlight the applicability and operability of administrative decision-making. Considering the current situation of popularizing administrative decision-making theory and improving theoretical literacy in China, it is necessary to strengthen training and education on the specific operability of administrative decision-making. (5) Fulfill the requirements of legalizing administrative decision-making. To ensure the democratization and scientificization of administrative decision-making, it is necessary to confirm and guarantee the effective use of administrative decision-making and the power of decision-making, while restraining and preventing the abuse of decision-making power.
