1. This study guide is designed as supplementary material for the "National Grade Teaching Material for Ordinary Higher Education 'Fifteen-Year Plan'" "Public Finance" (4th Edition), edited by Professor Chen Gong of Renmin University of China.
2. The purpose of writing this study guide is to broaden students' horizons, deepen their thinking, and comprehensively master and understand the basic knowledge, theories, and basic management skills of public finance, improve learning quality, and enhance exam-taking abilities.
3. As supplementary material for the "Public Finance" (4th Edition) textbook, this study guide closely follows the chapter structure of the textbook, with 16 chapters in addition to the introduction. Each chapter is tailored to the original textbook content and includes three parts: Background Information, Exercises, and Reference Answers.
- Background Information includes:
(1) Indicating the main topic of the chapter.
(2) Learning objectives and requirements. Based on the textbook content, key points of each chapter are summarized and categorized into three levels—understanding, comprehension, and mastery—to highlight key and challenging areas.
(3) Background materials. Except for Chapters 9, 13, 14, and 16, each chapter provides relevant background knowledge, theoretical reasoning, model derivations, and case analyses related to the textbook content, enriching the material and offering readers a broader platform for learning and reflection.
- Exercises include five types of questions: terminology definitions, fill-in-the-blanks, true-or-false, multiple-choice, and short-answer questions. Among them, "Terminology Definitions" and "Short-Answer Questions" are selected from the "Key Terms" and "Review and Reflection" sections at the end of each chapter in the original textbook. The other objective questions are specifically designed to focus on learning difficulties and requirements, helping readers reinforce their understanding of key concepts.
- Reference Answers provide answers to the exercises in the second part for reference purposes only.
4. The features of this study guide are:
(1) The entire guide is closely aligned with the textbook content, offering learning strategies and methods, and providing abundant background materials to enrich readers' understanding of public finance and help cultivate and improve their learning interest.
(2) The exercises highlight key points, are appropriately challenging, and combine subjective and objective question types, making them suitable for exam preparation and review for various purposes.
(3) As a reference book for the textbook, the answers provided in this guide offer only one possible approach to solving problems and perspectives for research. When practicing or taking exams, readers may adjust their answers based on the guide's solutions or add to them. They may also answer from other angles or perspectives based on their own learning and understanding, as long as their answers are logical.
5. This study guide is edited by Professor Chen Gong as the chief editor and Dr. Wang Jun as the executive editor. The contributing authors include Zhou Runing, He Yang, Xu Weida, Zhao Kai, and Du Qianqian. Li Jianbo participated in the proofreading of the book.
