Features: Over the past year and a half, China's securities market at the turn of the century has been undergoing profound institutional reforms. This is not only reflected in the timely revisions and supplements of existing laws, regulations, and rules by legislative bodies and securities regulatory authorities to regulate market behavior, but also in the successive introduction of new policies, regulations, and rules aimed at promoting the marketization of securities. The institutional development of the securities market is entering a new historical stage. Based on the eighth volume of the "21st Century Securities Series Textbooks·Rules System Module," titled "Comprehensive Collection of Chinese Securities Regulations" (3rd Edition), written by the Institute of Finance and Securities at Renmin University of China, and fully revised and enriched in accordance with the latest changes in the rules system of China's securities market, it has been revised and organized into the rules system module of the "21st Century Securities Series Textbooks" in accordance with the writing format of the series.
1. The structure of the "21st Century Securities Series Textbooks·Rules System Module" has undergone significant changes compared to the "Comprehensive Collection of Chinese Securities Regulations" (3rd Edition). It has abolished the editing system of the previous three editions, which included the training and examination syllabus for securities industry practitioners, the essential regulations for the securities industry practitioners' qualification examination, and regulations related to securities business. Adhering to the principles of comprehensiveness, standardization, and ease of reference, the selected regulations have been reclassified according to their legislative levels and importance, and revised into three sub-volumes: "Legal and Regulatory Framework of the Securities Market," "Departmental Rules of the Securities Market," and "Operational Rules of the Securities Market." Regulations of the same category are arranged in chronological order based on their release dates.
2. Considering continuity and completeness, the "21st Century Securities Series Textbooks·Rules System Module" includes laws, regulations, and rules from January 1993 to April 2001, covering a total of nine years and collecting 209 regulations.
3. The sub-volume "Operational Rules of the Securities Market" includes all standardized documents such as decisions, notices, and interpretations issued by government departments under the operational rules category, totaling 160 rules. Given the strong timeliness of operational rules, significant revisions were made based on the "Comprehensive Collection of Chinese Securities Regulations" (3rd Edition), removing outdated decisions, notices, and letters, and incorporating new interpretive and operational documents in line with rule changes.
4. The "21st Century Securities Series Textbooks·Rules System Module" still does not include regulations from Taiwan, Hong Kong Special Administrative Region, or Macau Special Administrative Region.
5. The editorial work of the "21st Century Securities Series Textbooks·Rules System Module" was conducted under the overall guidance of Professor Wu Xiaogou, Vice Dean of the School of Finance and Economics at Renmin University of China and Director of the Institute of Finance and Securities. Comrades Wu Jiang and Xia Yuan from the Institute of Finance and Securities at Renmin University of China were responsible for the specific editing and revision work, while Professor Dong Ansheng from the School of Law at Renmin University of China provided assistance and suggestions for the revision process.
