Features: This book selects and translates Chapter 4 of Title 19 of the U.S. Code, "Tariffs." The tariff laws in the U.S. Code were enacted in 1930 and have been continuously revised, supplemented, and compiled, though their name can still be simply referred to as the 1930 Tariff Act. Tariff laws, by establishing trade procedures, tariff classifications, and rates, as well as tariff barriers, determine the supply and prices of many goods, influencing production demand, employment opportunities, wage levels, living conditions, and a nation's security and foreign policy. This makes tariff law not only important for those engaged in import and export trade but also significant for the business community, enterprises, and the general public. The 1930 Tariff Act, also known as the Smoot-Hawley Tariff Act, is one of the most important laws in U.S. foreign trade law. It is a milestone in the history of U.S. tariff legislation, as all tariff laws before this were formulated and tariff rates set by Congress. The tariff laws in the U.S. Code are extensive, and this book only selects parts related to import relief. To help readers understand the full scope of the law and deepen their understanding of the selected sections, the translator has translated the entire directory of U.S. tariff laws and included it as an appendix for reference. For the purpose of brevity, convenience, and clarity, the clause and section numbering in the translation does not adopt the Chinese numerical system but directly uses the numbering from the original code, which also aids readers in directly consulting the original text.
