Judicial interpretations are numbered with "," while interpretive documents and judicial work norms are numbered with "." The explanatory articles are generally placed after the corresponding interpretation. This book strives to highlight the following two characteristics:
1. Emphasizing the comprehensive collection of relevant materials. Previous edited books of a similar nature often focused only on collecting judicial interpretations, without including interpretive documents or judicial work norms, or if they did, they were not fully collected, making it difficult for readers to understand the full picture of judicial documents from the Supreme People's Court. Considering that interpretive documents and judicial work norms also play an important guiding and reference role in judicial practice, we have included them in this book.
2. Focusing on the explanation and interpretation of relevant materials. In recent years, legal application issues have become increasingly prominent in judicial practice, and judicial interpretations have garnered more attention. There has been a growing call from relevant departments and society to strengthen the judicial interpretation work of the Supreme People's Court. To meet the needs of China's rule of law construction and judicial practice, the Supreme People's Court has issued more judicial interpretations and other judicial documents year by year. In 2002, the Supreme People's Court issued a relatively large number of judicial interpretations, interpretive documents, and judicial work norms in the past five years, totaling 39 judicial interpretations and 23 interpretive documents and judicial work norms. To help courts at all levels and readers accurately grasp the content of judicial interpretations, explanatory articles written by judges who drafted the specific judicial interpretations are usually published in relevant newspapers and magazines, explaining and interpreting the background and process of drafting the judicial interpretations, their basic content, the matters they address, and the relevant policy and legal boundaries. According to our understanding, these explanatory articles have become a valuable reference for readers to fully understand judicial interpretations and have helped to enhance the guiding role of judicial interpretations. Therefore, this book also includes these articles as reference materials for studying and researching judicial interpretations, and we believe they will be beneficial to readers.
