Regarding the fundamental principles, this chapter does not provide a comprehensive discussion but instead focuses on analyzing and elaborating on the "principle of legality review," which is one of the most important principles and has a decisive impact on the entire administrative litigation system. The eleventh to sixteenth chapters form the second part, the seventeenth chapter is the third part, and the eighteenth chapter is the fourth part.
