On November 7, 1992, the 28th Session of the Standing Committee of the Seventh National People's Congress of the People's Republic of China passed the "Civil Code of the People's Republic of China," which was promulgated on the same day and came into effect on July 1, 1993. The "Civil Code of the People's Republic of China" is an important law for the development of maritime transportation and the expansion of opening-up. Its formulation and implementation have provided legal guarantees for the proper adjustment of maritime transportation and shipping relationships, the protection of the legitimate rights and interests of all parties, and the promotion of the development of maritime transportation and economic trade. China's maritime transportation industry has made significant progress over the past 40 years. There are now more than 1,300 shipping companies engaged in international maritime transportation, and the five-star red flag fleet operates in more than 1,000 ports in over 150 countries and regions worldwide. In 1991, China had become one of the world's major maritime powers, with its merchant ship tonnage ranking 10th in the world. The formulation of the "Civil Code of the People's Republic of China" has greatly promoted the development of China's maritime transportation industry.
