Features: The "Administrative Licensing Law of the People's Republic of China," adopted by the Fourth Session of the Tenth National People's Congress, came into effect on July 1, 2004. This is an important measure to implement the strategy of governing the country according to law and standardize government behavior, as well as a key initiative to advance reforms in government management. It holds significant importance for standardizing the administrative actions of administrative supervision and inspection agencies, comprehensively promoting the rule of law, further improving law enforcement standards, and promoting reforms and development in administrative supervision and inspection. Seriously organizing the study and implementation of the "Administrative Licensing Law" and preparing for all necessary measures before its implementation are important tasks for the current administrative supervision and inspection system.
To meet the practical needs of training for officials across the system in studying and implementing the "Administrative Licensing Law," the Training Center of the General Administration of Administration, in accordance with the "Notice of the State Council on Implementing the Administrative Licensing Law of the People's Republic of China," the "Work Arrangement of the General Office of the State Council on Implementing the Administrative Licensing Law," and the "Implementation Plan of the General Administration of Administration on the Administrative Licensing Law," invited experts from the State Council Legal Affairs Office and other relevant units involved in the drafting of the law, as well as other personnel, to organize the writing of two training textbooks: "Reading Materials for Administrative Licensing Law Training" and "Q&A on the Administrative Licensing Law." These textbooks serve as reference materials for training and studying the "Administrative Licensing Law."
The textbooks cover the major significance, legislative background, main content, and essential spirit of the "Administrative Licensing Law" in a comprehensive manner, providing detailed explanations and interpretations. They are concise, easy to understand, and highlight authority and practicality.
