Features: Under the commission of the National Social Science Planning Office, the author conducted an investigation, analysis, and research on the external objective factors affecting and restricting the government's administration according to law. The author systematically studied the political, economic, social, and cultural foundations of the government's administration according to law in China at present. The author believes that the following are the political factors making it difficult to administer according to law: the unresolved relationship between the Party and the government, the lack of a constitutional system, the flaws in the administrative system, the imperfect democratic system, and the weak supervision mechanisms. The market economy in the economy and the management methods still lingering from the planned economy in the management system lead to departmental interests, administrative regulation, and administrative monopoly, making the economic foundation of administering according to law unstable. The changes in the social organization structure, wealth polarization, and the lack of a civic society make it difficult to administer according to law lack a social foundation. The severe distrust of the legal system, the prevalence of personal connections and networks, and even systemic corruption restrict the administration according to law. The long-standing feudal hierarchical privileges and the tradition of rule by man make it difficult to establish the concept of the rule of law with law supreme.
