Features: The Legal Master Joint Exam is a selective examination uniformly implemented by pilot institutions for the National Law Master Program. The objective of the training plan is to cultivate a large number of applied and composite legal talents with both professional knowledge and legal expertise, capabilities, and qualities. It aims to scientifically regulate the enrollment, training, and process of the National Law Master Program, further improve China's training structure and degree system for high-level legal talents, and enable legal graduate education to meet the diverse urgent needs of high-level legal professionals in various fields of China's legal practice, political life, economic life, and social life. Strengthening the assessment of relevant abilities and development potential for legal work is a prominent feature and fundamental approach of the joint exam.
To adapt to China's socialist market economy and the rule of law, the State Council Academic Degrees Committee approved the report on establishing the National Law Master Program at its 13th meeting in 1995. In June 1999, the Office of the State Council Academic Degrees Committee and the Legal Education Department of the Ministry of Justice forwarded the "Guiding Training Plan for National Law Master Program Graduate Students," revised by the Secretariat of the National Law Master Program Education Guidance Committee. In 2005, the joint examination of the National Law Master Program was piloted for the recruitment of graduate students pursuing the National Law Master Program (academic education).
The National Law Master Program does not admit undergraduate law majors (including those with equivalent qualifications) but only non-law graduates with a bachelor's degree from the national education system (or those with equivalent qualifications). This measure was adopted for the following reasons: The National Law Master Program is a vital channel for cultivating high-level applied and composite legal talents, and expanding the training of such professionals is a key task of legal graduate education. This reform is beneficial in maximizing the social benefits of legal higher education resources, fully leveraging the special educational functions and roles of the National Law Master Program, and facilitating the organizational work of pilot institutions during the training process. For law undergraduates, it is encouraged to apply for postgraduate studies in law. Employees who meet the criteria can apply for the part-time National Law Master Program.
The National Law Master Joint Exam includes two subjects: Professional Foundation (covering Criminal Law and Civil Law) and Comprehensive Subjects (covering Jurisprudence, Constitutional Law, and Chinese Legal History), each worth 150 points. Currently, 39 universities have been approved by the Ministry of Education to recruit National Law Master students, with the number of applicants increasing year by year. The Ministry of Education decided to transfer the work of the National Law Master Joint Exam from the National Law Master Program Education Guidance Committee to the National Education Examination Center starting in 2004, marking a new phase for the exam.
According to the requirements of the National Education Examination Center, the National Law Master Joint Exam not only assesses candidates' legal knowledge but also their ability to apply fundamental knowledge and principles of related disciplines, accurately use legal language, and demonstrate legal thinking skills such as logical analysis, reasoning, and argumentation. To help candidates master the content of each subject in the National Law Master Joint Exam, familiarize themselves with the question types, and improve their scoring ability through effective pre-examination exercises, we have organized legal master exam tutors from renowned law schools such as Peking University, Tsinghua University, and China University of Political Science and Law to compile this series of teaching materials.
