Features: To correctly implement the relevant provisions of the "National Compensation Law" concerning criminal compensation, guide and standardize the criminal compensation work of procuratorial organs, and better protect the legitimate rights and interests of citizens, legal persons, and other organizations, the Criminal Compensation Work Office of the Supreme People's Procuratorate has conducted detailed discussions and research on major and difficult issues urgently needing resolution in current criminal compensation work. Based on practical problems existing in the criminal compensation work of procuratorial organs, the "Provisional Regulations on Criminal Compensation Work of Procuratorial Organs" were formulated as the basis, resulting in the "Regulations on Criminal Compensation Work of Procuratorial Organs" (hereinafter referred to as the "Compensation Regulations").
After the "Compensation Regulations" were implemented on December 28, 2000, procuratorial organs across various regions frequently sought guidance from the Criminal Compensation Work Office of the Supreme People's Procuratorate regarding issues encountered in the implementation of the "Compensation Regulations." To assist local procuratorial organs in the criminal compensation department in accurately understanding the meaning of the provisions in the "Compensation Regulations," the Criminal Compensation Work Office of the Supreme People's Procuratorate has provided an interpretation of each provision of the "Compensation Regulations." During the interpretation process, efforts have been made to comprehensively elaborate on the meaning, background of formulation, and potential issues that may arise during implementation of each provision.
