Once upon a time, there was a gentleman named Yang Shuxian. He claimed to be well-read. That year, he was sent to Jingzhou as an official. The people there reported daily that tigers were harming them. Yang Shuxian was very annoyed and wrote a lengthy essay titled "Tiger Edict" with great enthusiasm. The essay condemned the tigers: "From now on, you must protect the people, or you will face punishment." The essay was posted on the mountain where the tigers roamed, and indeed, no more incidents of tigers harming people were heard. Yang was overjoyed. Actually, those days, the tigers had gone to find food elsewhere. Later, Yang was transferred to Yulin. The people there often gave Yang a hard time. With no other solution, Yang decided to use the "Tiger Edict" to discipline the people and sent someone to Jingzhou to copy the essay. A few days later, the person sent back did not return.
