Features: Urban land value is a core indicator of urban land market information, serving as an important signal reflecting the allocation of urban land resources and a key indicator of the overall macroeconomic market environment. To observe and understand the urban land market status in a timely and accurate manner, meeting the strategic needs of the National Land Resources Department for macroeconomic regulation and control, since 1999, the state has deployed land value surveys in major cities and key regions across the country through a new round of National Land Resources Survey projects. Starting in 2001, the focus of the work gradually shifted to daily monitoring of land value conditions in major cities and key regions, macro analysis of dynamic changes in urban land values, and providing objective and systematic land value information to the public. A national urban land value dynamic monitoring system was established.
According to the unified deployment of the National Land Resources Survey Implementation Plan, the national urban land value dynamic monitoring is managed by the Land Use Management Department of the National Land Resources Department as a special project, with the China Land Survey and Planning Institute responsible for its implementation. Over the past six years, more than 200 local land resources management departments, research institutions, intermediary agencies, and professional companies have been organized as project participants, with over 3,000 professional technicians involved in the foundational work of urban land value dynamic monitoring. The first is a comprehensive adjustment and update of urban land grading and benchmark land values; the second is the establishment of more than 7,800 urban land value monitoring points in over 60 cities nationwide; the third is the development and operation of the urban land value dynamic monitoring system. The work of the national urban land value dynamic monitoring system is gradually becoming standardized and institutionalized.
National urban land value dynamic monitoring primarily focuses on macro monitoring of land value conditions in major cities and key regions across the country. In 2004, the focus of urban land value monitoring was primarily on the land value conditions of provincial capitals, municipalities directly under the Central Government, and cities in key regions such as the Yangtze River Delta and Pearl River Delta. In the future, the scope of monitoring will be gradually expanded, particularly by increasing the monitoring of land value conditions in important economic regions.
The main content of national urban land value dynamic monitoring includes four aspects:
1. The overall status of land value levels in major cities and key regions nationwide;
2. The overall trends of land value changes in major cities and key regions nationwide;
3. The spatial structural characteristics of land values in major cities and key regions nationwide;
4. The coordination of urban land values with the market and economic environment in major cities and key regions nationwide.
