Features: The normal operation and advancement of a specific government process not only require a high-level decision-making mechanism and an efficient decision-execution mechanism based on sufficient opinion expression and opinion synthesis, but also demand an information transmission organization closely coordinated with government decision-making and execution, a relatively independent and effective social supervision network composed of multiple entities, as well as corresponding information transmission processes and supervision processes matched with high-level decision-making processes and efficient decision-execution processes. From opinion expression and opinion synthesis to decision-making and decision execution, it is a series of sequentially advancing links. Although the boundaries between them are relative, the sequential connection is clear. The two government phenomena studied in this chapter—information transmission and supervision—are characterized by their parallelism and accompaniment to the aforementioned four important links, rather than being independent government processes. We only separate them from the various government behaviors they are intertwined with for the convenience of research and explanation, and then conduct specialized analysis and elaboration on them.
