Features: The promulgation of the Administrative Procedure Law in 1989 can be said to hold epoch-making significance for the study of administrative law. It has provided rich and substantial nourishment for the development of administrative law and left countless research topics for scholars to explore and discuss. Due to the inherent characteristics of administrative law, it remains difficult to formulate a unified code, making debates on various issues of administrative law difficult to reach consensus. The introduction of the Administrative Penalty Law and the corresponding research it sparked further ignited the popularity of the topic of administrative procedure law. It is precisely this mutually promoting and rolling development between the construction of administrative legal systems and the study of administrative law that has led to a flourishing and diverse scene of academic discourse in administrative law. In this garden of academic diversity, I am delighted to see a large number of young scholars, including my own graduates who have already entered the workforce, have already made a name for themselves in the field of administrative law research. They have been born at the right time and are the favorites of the era. They bravely embrace the challenges of opportunities and are tenacious warriors. In just a short decade, they have grown rapidly. The authors who contributed to this book have all achieved senior academic titles and have independently written, edited, or co-authored numerous works on administrative law. Some have become highly respected scholars in the field of administrative law and have grown into independent "trees." However, I still brought them together to compile this comprehensive new treatise on administrative law. After all, we have shared joys and sorrows and walked hand in hand on the path of establishing the study of administrative law from the beginning; to this day, we still stand on the same front, contributing to the advancement of administrative legal systems and the development of administrative law. Therefore, this book is not only a new work in the field of administrative law but can also be seen as a review and prospect for the study of administrative law.
