Features: "The Theory and Practice of Public Security Administrative Law Enforcement" was written to meet the needs of public security administrative law enforcement practice and the training and learning requirements of on-the-job public security officers. It is a research achievement of a project initiated by Jiangxi Public Security College. As the host of the project, I would like to address the following issues:
1. This project compiles the research achievements of experts and scholars from our college who have long been engaged in theoretical research and teaching in the field of administrative law. Their dedication to administrative law theory and their understanding and insights into public security administrative law enforcement practice often move me. Over the years, in an environment where criminal law teaching is emphasized while administrative law teaching is neglected in public security police colleges, it is deeply gratifying to have such a few like-minded colleagues. The completion of this project embodies their wisdom and hard work, making it a crystallization of collective intelligence.
2. The issues addressed in this project are closely related to public security administrative law enforcement practice. It can be said that it reflects the problems encountered in public security administrative law enforcement practice as a whole, as well as the practical issues that need to be studied and urgently resolved. The premise of solving problems is first to be good at identifying and proposing them, and then to prescribe targeted solutions. This is the research approach and starting point of this project. Whether the research achievements of this project follow this approach is up to the readers to judge and correct.
3. During the research process, due to differences in the perspectives of the authors and their understanding of the problems faced in public security administrative law enforcement practice, there may be some overlap or repetition in certain content, but the analytical perspectives also differ.
4. This project pays attention to new legal information. At the time of the promulgation of the "Administrative Licensing Law of the People's Republic of China," we have incorporated the basic content of this law into the content of public security administrative licenses to adapt to the needs of legal changes.
