Is penile eczema actually herpes?

Patient's question:

I am a 34-year-old male and have been feeling very tired for a while. When I went to the hospital for a check-up, I found out that I had a disease. Please ask: Could penile eczema be herpes?

Doctor's answer:

Penile foreskin and scrotum itching, previously had pustules on the glans, after a thorough examination, it was found to be a common infection. A translucent blister was discovered at the urethral orifice, very small. In the past few days, the blister at the urethral orifice has crusted over, turning into a black scab. Upon close inspection, the foreskin has numerous small red rashes, covering the entire penis. The skin feels thick and rough to the touch. The scrotum is also the same, with thicker, rougher skin than usual, and itchy. Blood tests for three bodies were negative, and a urine test was also normal. It may be balanitis.
