Features: Since the implementation of the reform and opening-up policy and the restoration of legal system construction in our country, with the increasing number of laws, regulations, rules, and other normative documents, the phenomenon of "legislative conflict" or more colloquially "documents clashing" has become increasingly common. Originally, in the early stages of restoring the legal system, the high status of law in people's minds made legal scholars reluctant to openly discuss the issue of legislative conflict. However, later on, as this problem became more prominent in the process of administrative law enforcement and judicial proceedings, many ordinary people encountered such issues in their daily lives, and newspapers and media outlets continued to report on them. Legislative conflict is no longer a matter of whether we are willing to talk about it, but has reached the point where we must find solutions! This book is a research project of the Ministry of Justice. It first provides a detailed introduction and description of various phenomena of domestic legislative conflict in China, then thoroughly analyzes the causes and pros and cons of the current conflict situation, and finally, based on China's legislative practices and by comparing the approaches of various countries abroad, proposes its own suggestions for legislative countermeasures to resolve domestic legislative conflicts in China.
