Features: In recent years, with the strong growth of China's exports to the United States and the sustained sluggishness of the U.S. economy, Chinese export enterprises have increasingly been plagued by U.S. anti-dumping actions. In dealing with U.S. anti-dumping measures, the primary counterparts for Chinese enterprises are the U.S. Department of Commerce and the U.S. International Trade Commission, which are at the forefront of U.S. anti-dumping operations and operate under the administrative hierarchy. Meanwhile, the U.S. International Trade Court, which operates in the second tier of U.S. anti-dumping proceedings and is responsible for supervising unfair rulings made by the U.S. Department of Commerce and the U.S. International Trade Commission, often leaves Chinese enterprises bewildered and fails to seize the opportunity to obtain judicial relief. Against this backdrop, introducing the operational mechanisms of the U.S. International Trade Court in handling anti-dumping cases and assisting Chinese enterprises in understanding and mastering the current set of fundamental principles applicable to non-market economy countries in anti-dumping cases has become an urgent priority in anti-dumping research. The writing of this book is based on this premise. By analyzing 29 anti-dumping cases involving Chinese products heard by the U.S. International Trade Court from 1999 to 2002, the book provides a detailed elaboration of the views of U.S. judges and conducts an in-depth study of the principles revealed in these cases.
