Features: The report of the 16th National Congress of the Communist Party of China pointed out: "Cadres, especially senior cadres, must set an example, exercise power correctly, always remain honest and incorruptible, and consciously fight against all forms of corruption." The second global conference of the Central Commission for Discipline Inspection proposed: "Continue to strengthen the awareness of Party discipline and the concept of the rule of law, truly achieve governing according to law and leading in an honest manner." To thoroughly implement the important thought of the "Three Represents" and the spirit of the 16th National Congress, fulfill the work requirements put forward at the second plenary session of the Central Commission for Discipline Inspection, and further enhance the awareness of integrity in governing among Party cadres and leaders, the Education and Propaganda Department of the Central Commission for Discipline Inspection, the Organization Department of the Central Committee, and the Education and Propaganda Department of the Central Committee organized and compiled the "Handbook for Cadres in Leading Positions to Lead in an Honest Manner." The "Handbook" is divided into three parts: The first part is the knowledge and requirements that cadres in leading positions should master regarding integrity in governing; the second part is the regulations on self-discipline for cadres in leading positions and leaders of state-owned enterprises; the third part is the provisions on disciplinary actions under Party discipline and state discipline. The "Handbook" is compiled by listing subheadings in reference to the original text to achieve the purpose of being concise, accurate, standardized, and clear. It is hoped that this "Handbook" will play a positive role in the in-depth development of the construction of a clean government and the fight against corruption.
