After the outbreak of the War of Resistance Against Japan, he followed Wang Jingwei in escaping to Chongqing and established a pseudonymous regime in Nanjing, becoming one of the most powerful and prominent figures in the puppet government after Wang Jingwei. Due to his key positions, the content he recorded was extremely extensive, including secret negotiations with Japan, the process and thoughts behind his escape from Chongqing, and the details of various meetings within the Wang group, as well as the handling of military, financial, diplomatic, and intelligence activities. The complete collection includes diaries from 1937, 1938, 1940–1945, and 1947, which represent all the existing diaries of Zhou Fohai that have been found to date and hold significant historical value.
