Features: This is a collection of papers from an academic symposium jointly held by the Institute of Political Development and Government Management, a key research base in political science under the Ministry of Education, and the School of Government at Peking University. The symposium took place in June 2005 at Wofushan Villa, Xiangshan, Beijing. The publication of this collection has been delayed, and we apologize for this delay, which is due to both our own reasons as editors and those of the publishing house. The collection mainly includes three parts: one is the service-oriented government, the second is a harmonious society, and the third is the relationship between the service-oriented government and a harmonious society. There is also another part of the content, which includes articles that are somewhat related to the first three categories and have been included. In the future, articles that are not closely related to the conference theme will not be included to prevent the spread of poor academic practices such as multiple publications and attending every conference. Due to publishing and academic reasons, we have made some revisions to some articles: first, to comply with academic norms, second, to ensure a relatively unified writing style, and third, to promote social harmony. We kindly ask the authors for their understanding. Through the editing and publication process, we have been pleased to discover that some scholars from the mainland, Hong Kong, Macao, and Taiwan have a high degree of alignment with China's strategic decisions and contemporary themes, exhibit largely consistent lines of academic thinking and argumentation, and adhere to relatively unified academic norms. This situation indicates that academic and cultural exchanges are important forms of enhancing communication and connection between the mainland, Hong Kong, Macao, and Taiwan, and should be vigorously promoted with more convenience and services provided.
