1. To meet the needs of China's opening-up and to enable domestic and foreign individuals to comprehensively and accurately understand China's foreign-related laws and administrative regulations, the General Office of the State Council of the People's Republic of China compiled this collection.
2. This collection gathers 55 laws and decisions on legal issues formulated by the National People's Congress or the Standing Committee of the National People's Congress, as well as administrative regulations formulated by the State Council (hereinafter referred to as "regulations") in 2004. The collection is divided into six categories: Constitutional Law, Civil and Commercial Law, Administrative Law, Economic Law, and Social Law, with several sub-items under each category.
3. The collection is arranged by category, with laws listed before regulations, and both laws and regulations are ordered by the date of their promulgation.
4. The English translations of the laws included in this collection are provided by the Legal Affairs Commission of the Standing Committee of the National People's Congress; the English translations of the administrative regulations are translated and reviewed by the General Office of the State Council for Legal Affairs. The experts who participated in the review of the English translations of the administrative regulations include Shen Qiuchao, Ren Xiaoping, Wu Zhonghao, Zhang Changlin, and others.
5. In cases where the English translation of a regulation included in this collection differs from the Chinese original, the Chinese original shall prevail.
6. During the compilation and translation process, the relevant departments of the State Council and other parties provided strong support and assistance. We hereby express our gratitude.
