1. Affecting customs clearance speed
Currently, customs implements an automated computerized declaration process. When a company declares to customs, customs first reviews the declaration qualifications of the declaration unit and the declaration officer. Next, it examines whether the declaration form is filled in accordance with customs regulations and whether the customs data transmitted electronically is accurate and meets the requirements of customs statistics indicators. After review, if the requirements mentioned above are met, customs can accept the declaration. Otherwise, customs will reject the declaration, return the form, and thus interrupt the customs clearance process.
2. Affecting the allocation of quotas and tax rates for enterprises
The Ministry of National Economic and Trade allocates annual quotas (passive export quotas) to enterprises based on their annual export volume. If an enterprise fails to pay attention to the filling of the operator and quantity on the declaration form, it can easily result in incorrect export quantities for the enterprise or the wrong input of the operator code, turning it into another operator. Such errors will affect the enterprise's quotas in the following year and may even lead to disputes. If the declared commodity names are not accurate, commodities that do not require licenses may end up needing them.
3. Affecting the export tax rebates and verification of enterprises
The export tax rebates by the State Administration of Taxation are also based on the customs declaration forms issued by customs. If there are issues with the declaration forms filled by the enterprise, such as errors in price, quantity, or commodity names, the tax authorities will not grant rebates. The enterprise will then need to return to customs to clarify the reasons for the errors and obtain relevant certificates from customs, after which the tax authorities will grant the rebates.
