1. Because a market economy is inherently a rule-of-law economy. On one hand, it relies on contracts and integrity; on the other hand, the pursuit of profit maximization can lead it to its opposite, resulting in harmful social behaviors such as counterfeit and shoddy products, fraud, and deception. Such harmful actions to social interests must be regulated by legal means.
2. Because the pursuit of profit is an essential feature of a market economy. Driven by profit maximization, some may engage in short-sighted behavior, blindly chasing profits without regard for industrial structure or social needs. Therefore, a socialist market economy, especially after joining the WTO and fully integrating into the tide of economic globalization, still faces cyclical fluctuations. This not only requires the use of economic and administrative measures but also, more importantly, the application of legal means for macroeconomic regulation.
3. Because maintaining rapid, stable, and sustainable economic development requires social stability, and stability must be guaranteed by law.
4. To learn from past lessons and avoid the recurrence of situations where a lack of legal frameworks leads to social unrest, it is equally necessary to strengthen legal design.
5. Because legal development is not only a means but also an end. Strengthening legal construction is also necessary to achieve the goal of building a rule-of-law state.
