Features: The research focus of the 2005 project "Study on Several Issues of Building a Harmonious Sichuan" was on breaking through various disharmonious factors and obstacles affecting the realization of strategic development priorities. Building a harmonious Sichuan is an important decision made by the Provincial Party Committee and the Provincial Government. As the decision-making consulting body of the Provincial Party Committee and Provincial Government—the Sichuan Provincial Science and Technology Advisory Group—should take actions that are possible in the process of building a harmonious Sichuan. Correctly recognize achievements and shortcomings. There are two situations and facts at present; on the one hand, since the reform and opening-up for 26 years, Sichuan Province has achieved rapid economic development, and the living standards of both urban and rural residents have greatly improved, which is an undeniable fact. On the other hand, while people celebrate the "prosperous era," they must also admit that there are still many contradictions, problems, and disparities in all aspects of the economy and society, some of which are still quite prominent and widespread. In the 2005 National People's Congress and Chinese People's Political Consultative Conference, some specific figures disclosed indicate that there are still many significant shortcomings that cannot be ignored in the continuous development. The project "Study on Several Issues of Building a Harmonious Sichuan" adopted methods such as investigation, interviews, and questionnaires to understand the situation, collect opinions, and listen to views. On this basis, research, discussion, and consultation were carried out, and after multiple revisions, the formal report was formed.
