Petition refers to the activities in which citizens, legal persons, or other organizations use forms such as letters, emails, faxes, phone calls, or visits to reflect situations, propose suggestions, opinions, or complaints to local governments at all levels or working departments of governments at or above the county level, and these activities are legally handled by relevant administrative organs. The Party Central Committee and the State Council have always attached great importance to the legalization and standardization of petition work, including the public's letters, visits, and petition activities. On October 28, 1995, the State Council promulgated the "Petition Regulations," bringing petition work into standardized operation. On January 10, 2005, the State Council issued the newly revised "Petition Regulations." The new regulations mainly highlight the following points:
First, the content of facilitating petition channels has been added to better strengthen the connection between the Party and the government and the people, promptly understand public sentiment and social conditions, and resolve social conflicts.
Second, the content of innovating petition mechanisms has been added to improve the efficiency and effectiveness of handling petition matters.
Third, the content of effectively maintaining petition order has been improved to better protect the legitimate rights and interests of the vast majority of petitioners and maintain social stability.
Fourth, the content of strengthening petition work responsibility has been added to promote the timely resolution of legitimate and reasonable issues raised by the public.
