Chapter I General Provisions
Article 1: To strengthen the safety management of primary and secondary schools and kindergartens, protect the personal and property safety of schools, students, and faculty, and maintain the normal educational and teaching order of primary and secondary schools and kindergartens, this regulation is formulated in accordance with the "Education Law of the People's Republic of China" and other relevant laws and regulations.
Article 2: This regulation applies to the safety management of ordinary primary and secondary schools, secondary vocational schools, kindergartens (classes), special education schools, and corrective schools (hereinafter collectively referred to as "schools").
Article 3: The safety management of schools shall follow the principles of active prevention, legal management, social participation, and joint responsibility.
Article 4: The safety management work of schools mainly includes:
(1) Establishing a safety management support system for schools, fully implementing the safety management responsibility system and the accountability system for accident responsibility, ensuring that the safety management of schools is standardized and orderly;
(2) Improving the safety early warning mechanism of schools, formulating emergency response plans for emergencies, refining accident prevention measures, promptly eliminating safety hazards, and continuously improving the management level of school safety work.
