Shortly After Takeoff, the Indian Airlines Flight carrying Some Members of Our Delegation Was Destroyed by an Explosion, Killing 11 Delegation Members. Premier Zhou Enlai and Other Central Leaders Escaped Unharmed. In November 1956, When Premier Zhou Enlai Visited Cambodia, Nationalist Agents in Phnom Penh Attempted an Assassination but Abandoned the Plan Due to Urgency and Insufficient Equipment. In the 1960s, Our Relevant Departments Continuously Learned That Taiwanese Agents Sent to Cambodia, Myanmar, Indonesia, and Other Places Were Planning Assassinations During Visits by Our National Leaders. Especially After the Visits of Prince Norodom Sihanouk and Prince Souphanouvong to China, Taiwanese Special Operations Agencies Intensified Surveillance of Our National Leaders' Return Schedules and Locations, and Actively Prepared for Assassination.
After Learning in September 1961 That President Liu Shaoqi Might Visit Cambodia, the Taiwanese "Ministry of National Defense" Intelligence Bureau Sent Colonel Zhang Peizhi from Taiwan to Saigon in October of the Same Year to Relay Secret Instructions for Assassinating President Liu to the "South Vietnam Third Operations Command Post" and to Establish a Special "Phnom Penh Group" Responsible for the Mission. Meanwhile, the Intelligence Bureau Approved Two Action Plans for Assassinating President Liu Proposed by the "South Vietnam Third Operations Command Post."
The First Plan Involved Planting a Time Bomb on President Liu's Aircraft. The Method Was to Place 2 Pounds of C-4 or TNT Explosives (Equipped with U.S. Timing Devices) Inside or Outside the Aircraft to Detonate in Mid-Air. This Case Was Supervised by a Colonel in the Phnom Penh Group, Nong Renshang, and Executed by Zhang Dachang Using Agents "Ya Si" (Both Action Agents). Nong Also Planned to Recruit a Driver of a Transportation Vehicle at Phnom Penh Airport to Carry Out the Task.
The Second Plan Involved Throwing a Hand Grenade at a Banquet. The Method Was to First Infiltrate the Banquet Venue, Transport Grenades in Advance, and Control the Venue's Power Supply to Seize the Opportunity for Assassination. In Mid-February 1962, We Learned That the "South Vietnam Third Operations Command Post" Had Chosen a Location for Throwing Grenades and Had Received Approval from the Intelligence Bureau. This Case Was Supervised by Key Agents Wen Xiling and Nong Renshang of the Phnom Penh Group, and Executed by Zhang Dachang and Li Shengen Using Cambodians, (Overseas Chinese Attending the Banquet), or Personally. Wen Xiling Also Planned to Recruit Wei Zhenqiu, a Waiter at the "Grand Hotel," to Carry Out the Task.
To Execute These Plans, the "South Vietnam Third Operations Command Post" Sent Three Batches of Action Equipment to Phnom Penh via the South Vietnamese Authorities in October 1961, February 1962, and January 1963, Which Were Then Delivered to the Phnom Penh Group of the Taiwanese Intelligence Bureau via the South Vietnamese Representative Office in Cambodia. These Three Batches Included: 4 Pounds of C-4 Explosives, Two Detonators and Timers, One Incendiary Bomb, and Seven Hand Grenades.
The Taiwanese Special Operations Agency Named This Action Plan the "Xiangjiang Case." These Intelligence Reports Revealed a Very Serious Enemy Situation, Indicating That the Taiwanese Nationalist Special Operations and Conspiracy to Assassinate Were Well-Prepared. They Had Gained Initial Insight into Some Patterns of Our National Leaders' Visits and Summarized Lessons from Past Failures. Therefore, Their Plans Were More Detailed and Meticulous, and Their Methods More Treacherous and Diverse. P59-60
