Military Academy Case: According to the submission of the Minister of Military Affairs, Xu Yongchang, it is reported that the previously issued revised Temporary Relief Measures for Air Raid Damage Suffered by Service Personnel of Central Military Agencies have been received by the Ministry. Since their implementation, several points requiring clarification have been identified. They are as follows:
(1) The ninth article of the original measures states: "to reside in areas relatively close to the place of residence," but the scope or distance has not been determined. For example, employees of this Ministry who reside in Hejiang, Hechuan, and other places and request relief for air raid damage, should they be considered eligible for relief under the "relatively close areas" provision? Also, employees' dependents who have been ordered to evacuate to their hometowns, and whose hometowns are the "relatively close areas" mentioned in this article, are they eligible for relief under these measures?
(2) The sixth article of the original measures stipulates the amount of relief funds to be issued, which should be determined based on actual losses and verified before issuance. However, if the reported loss items are less than the minimum amount stipulated in these measures, should they still be issued according to the minimum amount, or according to the reported loss amount?
(3) Employees whose belongings have been left with relatives or friends due to official duties or other circumstances and have suffered air raid damage, and whose cases have been verified as genuine, should be handled in what manner?
(4) Field personnel who have suffered air raid damage while on official duty or at their place of residence should be handled in what manner?
(5) If the surrounding area of an employee's residence has been destroyed or burned, or if the fire department has prohibited access, preventing rescue efforts, and the house remains intact but the belongings have been stolen, can relief be granted under these measures? Supplementary Measures for Air Raid Damage Suffered by Military Agency Service Personnel
1. The "relatively close areas" mentioned in the ninth article refer to the relatively close areas of the service agency. For example, if the service agency is in Chongqing and the dependents reside within 250 Chinese miles of the service agency, and their air raid damage has been verified as genuine, relief should be granted. If the evacuation area ordered is the employee's hometown, it should also be handled according to the distance and mileage.
