Features: As early as the late 1970s, Mao Zedong proposed that the national defense industry should develop two sets of skills—both for military and civilian use. This idea was enriched and developed by Deng Xiaoping. Around the time of the Third Plenary Session of the 11th Party Congress, based on a scientific judgment of the international and domestic situation and in line with the objective laws of national defense industry development, Deng Xiaoping proposed the strategy of integrating military and civilian industries. This strategy was not only an important component of Deng Xiaoping's theory of building socialism with Chinese characteristics but also a guiding ideology for the reform and development of China's national defense industry. Over the past two decades, China's national defense science and technology industry has carried out a hard-fought second phase of its "entrepreneurial spirit," gradually breaking out of the closed "military-industrial small world" and entering the main battlefield of national economic construction, achieving a great strategic transformation. Deeply understanding the historical context and rich connotations of the strategy of integrating military and civilian industries is of great significance for further grasping the spiritual essence of this policy and better guiding future military-to-civilian transformation efforts.
In the new century, China's national defense science and technology industry faces new challenges and opportunities. The socialist market economy system in China has been preliminarily established and is gradually being improved. Further implementing the policy of integrating military and civilian industries requires military enterprises to develop military products while continuing to produce some civilian products, promote dual-use high technologies and achieve industrialization, and strengthen national defense construction while promoting coordinated development of the national economy. This is an important strategic responsibility for military enterprises to enrich the nation and strengthen the armed forces.
The Third Plenary Session of the 16th Party Congress proposed the requirement of "establishing a mechanism for integrating military and civilian industries and embedding military within civilian innovation, achieving mutual promotion and coordinated development between national defense science and technology and civilian technology." In the new context, to accelerate the establishment of this mechanism, it is highly meaningful to compile this book, China's Military-to-Civilian Transformation Chronicle, systematically summarizing the historical experience and lessons of military-to-civilian transformation.
It is hoped that comrades in the national defense science and technology industry and weapon equipment construction will carefully learn from past successful experiences and practices, actively promote the reform and development of the national defense science and technology industry, and make new and greater contributions to weapon equipment construction and national economic development.
