Features: Today, energy construction has become one of the major global issues. Countries have paid great attention to energy issues, and the rational utilization of energy and the reduction of energy consumption have been listed as significant topics for economic development. China's policy to address energy issues is to promote both energy development and conservation, with conservation given priority. Energy conservation work is a specific form of "energy development" and an effective way to alleviate China's energy supply shortage, protect energy resources, and protect the environment. General Secretary Hu Jintao emphasized in the Central Economic Work Conference the need to "build energy-efficient and land-saving residential and public buildings." The 16th National Congress's fifth plenary session proposal on the "11th Five-Year Plan" also advocated "building energy-efficient and land-saving buildings." In 2005, the State Council issued the "Notice on Key Tasks for Building a Resource-Saving Society in the Near Term" and formulated a series of relevant regulations. In the form of administrative regulations, it stipulated that buildings must be energy-efficient, land-saving, water-saving, and material-saving ("Four-Saves"), thereby promoting the development of energy-efficient buildings. The Ministry of Housing and Urban-Rural Development and local construction administrative departments have carried out various forms of publicity and training to popularize the knowledge of the "Four-Saves" in buildings. Starting in early 2006, they launched inspections of energy-efficient cities nationwide to implement relevant energy-saving building measures, and energy efficiency will be forcibly implemented in the real estate industry. In this process, the national standards and specifications issued by the state, as well as the strict implementation of these standards by relevant enterprises, are key to achieving energy-efficient building goals. Only with clear standards, widespread publicity, and strong enforcement can the goal of building a resource-saving society be realized. To support the Ministry of Housing and Urban-Rural Development's "Four-Saves" initiative and ensure that standard users have "regulations to rely on and standards to consult," China Standard Press planned and organized the publication of the "Series of Building Energy Efficiency Standards," and this book is one of them. Urban wastewater reuse, as an important component of building water conservation, has always been a focus of relevant authorities. This book, the "Series of Urban Wastewater Treatment and Reuse Standards," collects a total of 63 national standards approved and published by the end of March 2006 related to urban wastewater treatment and reuse. These include 2 basic standards, 14 standards for wastewater quality and testing methods, 42 standards for wastewater treatment equipment, and 5 other related standards. Due to the differences in publication years, the formats, units of measurement, and technical terms of the standards included in this compilation vary. This compilation only corrects errors in the technical content of the original standards and other obvious inconsistencies. This compilation can serve as a reference tool for municipal design and construction technicians, wastewater treatment equipment manufacturers, engineering testing personnel, and environmental workers. It can also be used as a reference for teachers and students of water supply and drainage in higher education institutions.
