The "Medical Accident Handling Regulations" is a comprehensive summary of China's medical practice experience and serves as the basic guidelines for ensuring that medical accidents are resolved openly, fairly, justly, promptly, and conveniently, while also strongly protecting the legitimate rights and interests of patients. The handling of medical accidents mainly includes three aspects: technical identification of medical accidents, administrative measures against medical institutions and medical staff involved in medical accidents, and compensation to patients. The "Medical Accident Handling Regulations" changed the previous practice of having medical accident appraisals organized by health administrative departments, stipulating that expert associations should be responsible for organizing the appraisals. It strictly distinguishes administrative measures from technical expert appraisals, thereby ensuring the scientific nature of medical appraisal conclusions and their validity as the basis for handling medical accidents.
