Amniocentesis failed, the cells could not be cultured because the child is not

At 20 weeks, an amniocentesis was performed, and two weeks later, the doctor said the cells couldn't be cultured. The doctor suggested performing cord blood puncture, which is riskier than amniocentesis.

You do not need to undergo cord blood puncture. You can continue to extract amniotic fluid and use FISH to check if the fetus has Down syndrome.
