Without approval from health administrative departments, no individuals or entities are permitted to implement assisted reproductive technologies.Hospitals holding the "Medical Institution Practice License" (comprehensive hospitals, specialized hospitals) or family planning service institutions at or above the provincial level holding the "Family Planning Technical Service Institution Practice License" may, in accordance with the "Measures for the Administration of Assisted Reproductive Technologies" and the "Measures for the Administration of Human Sperm Banks," submit applications for qualification to the relevant provincial, autonomous region, or municipal health administrative departments or the Health Department of the General Logistics Department. Provincial-level health administrative departments or the Health Department of the General Logistics Department will organize experts to evaluate and review the institution's setup, personnel, technology, management, and other aspects. Institutions meeting the requirements and feasible technologies will be granted a trial operation permit. After one year, a further review will be conducted, and institutions and technologies meeting the requirements will be issued formal approval certificates for operation.
Assisted reproductive technology approval certificates shall be renewed every two years, and the renewal shall be handled by the original approving agency.
